Qatar has announced an extensive series of tenders for 2024, signalling its intention to invest over QAR 70 billion (USD 19 billion) into a wide range of projects.

This significant investment will be managed primarily by the Public Works Authority (Ashghal) and the Qatar General Electricity and Water Corporation (Kahramaa), which together will oversee the implementation of 395 projects.

  • Kahramaa, on the other hand, will issue 279 tenders worth QAR 8.9 billion (USD 2.4 billion). 
  • These projects will span across the water and electricity networks sectors and the corporation’s service departments. 
  • This significant investment aims to upgrade and expand Qatar’s essential utilities, ensuring a robust and reliable infrastructure to support the country’s growth.

Building on 2023’s Development Efforts

The 2024 public tenders will build on the momentum from 2023, which saw the initiation of 22 new projects.

These included the development of new and existing lands, the maintenance and improvement of road networks, and the beautification of public spaces.

The continued focus on these areas demonstrates Qatar’s commitment to enhancing its urban environment and infrastructure.

Key Sectors and Agencies Driving the Tenders

Major governmental and public entities will drive a substantial portion of the tenders for 2024. 

The Ministry of Public Health, the Ministry of Education and Higher Education, the Primary Health Care Corporation, and the Aspire Zone Foundation will collectively account for 70% of the state’s total tenders. This focus highlights the priority placed on health, education, and sports development.

Moreover, 85% of the tenders will fall within five primary economic sectors: information and communications technology, wholesale and retail trade, construction, professional, practical and technical activities, and administrative and support services.

These sectors are crucial for Qatar’s economic diversification and growth, providing a solid foundation for sustainable development.

Timeline for Tender Releases

The rollout of tenders will be staggered throughout 2024. The first quarter will be the most active, with 1,570 tenders expected to be issued, accounting for 65% of the total tenders for the year.

The second quarter will see the release of 642 tenders, followed by 240 in the third quarter, and 76 in the fourth quarter. This phased approach ensures a steady stream of projects and opportunities for businesses and contractors.
